This sounds do-able if you want to have a hack around (And have access to Microsoft Stream). Have a player, capture the HDMI out via capture card or whatever, send it to a small computer running OBS and then restream it to microsoft stream. Then you can just setup a SharePoint site and use the MS Stream link to display it.
